William C. Miller Jr. is senior vice president for Political Affairs & Federation Relations and the national political director for the U.S. Chamber of Commerce. In these capacities, he is responsible for directing and implementing the Chamber’s political, grassroots, and election-related activities, as well as its legislative advocacy and lobbying operations.
 
In the 2006 election cycle, Miller directed the Chamber’s largest-ever voter education campaign. Under his direction that year, the Chamber targeted significant resources in 62 congressional races and ran its largest issue campaign to date with 61 television ads, more than 13 million pieces of direct mail, and 12 million phone calls. A team of 274 Chamber staff on the ground focused on getting out the business vote. Miller also led the expansion of the Chamber’s cutting-edge online grassroots advocacy program, VoteForBusiness.com.

Miller also manages all member activities for the Chamber’s Federation, which includes thousands of state, local, and metro chambers of commerce and hundreds of trade and professional associations. He oversees the Association Committee of 100, the most prestigious group of association CEOs and executives in the country; the Chamber of Commerce Committee of 100, an elite group of the nation’s leading chamber CEOs; as well as Institute for Organization Management, the nation’s premier nonprofit executive training program.

In addition to these assignments, Miller lobbies members of Congress and the executive branch on issues relevant to the business community. His issue portfolio includes legislation pertaining to tax, trade, legal reform, corporate governance, and election reform. He serves as a top spokesman for the Chamber and has appeared on CNN’s Inside Politics, CNBC, Bloomberg, ABC Nightly News, and PBS and has been featured in such publications as The Wall Street Journal, The New York Times, and Fortune.

Before joining the Chamber in 1999, Miller served as chief of staff to U.S. Representative Constance A. Morella of Maryland beginning in 1994. In this role, he was responsible for all aspects of the congresswoman’s legislative and political operations.
