Leaders and Laggards: A State-by-State Report Card on Educational Effectiveness

This study grades the performance of the 50 states and Washington, DC on their K-12 school systems. In a state-by-state assessment of education systems, we found there is not a single state in the country where a majority of students are proficient in reading or math. One-third of all 9th graders will not graduate in four years and almost half of all minority students will not graduate either. At least 40% of our students enrolling in college have to take at least one remedial course when they get there.

On February 28, 2007, U.S. Chamber President and CEO Tom Donohue released the report card alongside John Podesta, President of the Center for American Progress. Together the two organizations also released a Joint Platform for Education Reform.
