Localities throughout the United States are adversely impacted by air emissions from Asia and Africa and elsewhere outside the United States. Theses foreign emissions many times put the local area in violation of Clean Air laws. New businesses will not locate in a non-attainment area and old businesses cannot expand operations in non-attainment areas. Sometimes local jobs go to foreign countries with few environmental regulations, thus sending more air emissions to the United States. To address this issue the U.S. Chamber of Commerce is calling upon EPA to stop requiring local communities to clean up air emissions from foreign countries.
